One Product. One German Price. Four Teams. Who Decides?
Three forces have converged on the German market: the new national savings law, the European Union (EU)
Joint Clinical Assessment, and US pricing policy, which works through two instruments at once – reference
pricing and a trade investigation. Most commentary treats them one at a time. This article argues that they cannot be understood that way. For rare disease and Advanced Therapy Medicinal Products (ATMP) developers willing to run one strategy instead of three, the same mechanics are a source of advantage. The argument holds for other markets too.
